Training of Trainers and Facilitators “Facilitating participatory decision making workshops”

This training course took place form 19 – 26 July 2006, in Oradea city, Romania. It was designed for starting trainers, facilitators, and youth workers who were interested in carrying out participatory workshops.

Training course brought together 28 participants from 16 different countries of Europe. Participants were representing different fields of NGO' s and Governmental sectors such us: Human Rights education, Street work, Sexual and Reproductive rights and education, Voluntary service, Youth participation, National Youth Policy, Intercultural education, Drug prevention and peer education, New technologies and Democratic empowering.


The design of the training course was based on following modules:

  • Understanding what facilitation is participants assessed their facilitation skills, they identified roles and tasks of a facilitator, principles of facilitation, competencies of the facilitator;

  • Design and develop workshops in order to meet the desired outcome - participants analyzed the learning environment and learning needs, identified the problem, created appropriate design to achieve intended outcomes, choose the appropriate facilitation method.
  • Facilitation techniques and methods - participants had opportunity to learn 3 facilitation techniques - Technique 1: Prioritizing, Making Decisions and Taking Action; Technique 2: Generating and Sharing Information and Ideas; Technique 3: Engaging Participants and Reflecting on Group Process; and 15 methods associated with each of the techniques.
  • Understanding group interaction and dynamics - participants had opportunity to learn what are the phases of the group, how is the decision taken in the group, the diamond of participatory decision making, how to integrate diverse perspectives.


The training course was divided in 2 part: the 1st part of the training course participants had opportunity to learn, analyze and reflect upon the elements of facilitation process, design process of participative workshop and participative decision taking techniques. During the 2nd part of the training course participants had opportunity to experience and practice in designing and implementing participatory decision-taking workshop in teams upon the topic which interests them.

In order to support participants learning process and their personal facilitation experience project team developed educational support materials for participants: workbook, methods book, activities book and design action plan workbook.

Workbook provided information about introduction in facilitation, consensus building strategies for resolving disagreement, diamond of participatory decision-making module, multiple intelligences, the 4 phase model for stages of group facilitation, method of focused conversation, definition, principles, levels and 10 steps of design, media and room arrangement and workshop opening.

Methods book – Participative- Decision making methods contained 30 methods which can be used in participatory decision-making workshops.

Activities Workbook – contained 217 activities which were structured according to 4 phases of Model how to plan participatory decision making workshop.

Design Action Plan Workbook guided participants trough 7 step process – how to plan and participatory decision making workshop.

The Results of the Training course:

  • participants assessed their facilitation skills;

  • participants identified the role of the facilitator;

  • participants learn 3 facilitation techniques;

  • participants learn and experience the derision-making Diamond model;

  • participants developed participatory decision-taking workshop facilitation skills;

  • participants developed growing partnership between themselves;
